PVREA Programs, Operations Reported at Annual  Meeting

Poudre Valley Rural Electric Association, Inc held its 72nd annual meeting for members on March 26.  The meeting was attended by an estimated 1,400 people.  The meeting is held annually to report on association business and elect members to the board of directors.  At this year’s election balloting was conducted for four seats on the board, two from Weld and one each from Larimer and Boulder Counties.  The winners of the election were: incumbents Jack R. Schneider and James W. Park in Weld County, Jan Peterson in Larimer County and Robert A. Lock in Boulder County.

In his keynote address, Marty Blake of the Prime Group LLC, explained the Cost of Service and Rate Design Study he conducted for the association in 2010. The Study was commisioned to determine if the current cost recovery and rate design strategy is adequately recovering the cost of providing service to consumers and protecting the association’s long-term financial stability. A utility’s rate design determines how the main cost categories will be recovered through the various components of the electric bill; the fixed monthly facilities charge, the kilowatt hour (kWh) energy charge and in some cases the kilowatt (kW) demand charge.

After analyzing the Rate Design study, the PVREA board of directors is proposing an increase in the current facilities charge and a decrease in the kilowatt hour energy charge.  They will be holding several regional meetings in May to discuss this proposal with consumers prior to any vote on a new rate design.
