NOTICE
OF A CHANGE IN THE TARIFFS, RULES AND REGULATIONS OF
POUDRE VALLEY
RURAL ELECTRIC ASSOCIATION, INC.
You are hereby notified that Poudre Valley Rural Electric Association, Inc. (PVREA) proposes to make changes to the Association’s Rules and Regulations to become effective on March 1, 2010.
There will be no planned rate increase on any electric rates in 2010.
On December 22, 2009, the PVREA Board of Directors reviewed and approved changes to several of the Association’s Tariffs, Rules & Regulations. Anyone who desires to complain about the proposed changes shall file a written complaint with the Association at 7649 REA Parkway or at PO Box 272550, Ft. Collins, CO 80527-2550 no later than February 19, 2010. The Association may hold a hearing to determine what changes will be authorized. The changes ultimately authorized may or may not be the same as those proposed and may include changes different than those tariffs proposed or currently in effect. Anyone who desires to receive notice of hearing, if any, shall make a written request therefor to the Association, at the above address, not later than February 19, 2010. Final decisions by the Board of Directors regarding any complaint may be appealed to the Public Utilities Commission.

SUMMARY OF CHANGES
Sheet # 84, Item 10 b. Normal Office Hours:
New office hours shall be Monday through Thursday 7:30 a.m. to 5:30 p.m. and Friday’s 7:30 a.m. to 4:30 p.m.
Sheet # 88, Item 18 a. Service Connection and Transfer Fees:
Service connection fees were changed from $51 for new and $56 for existing members to become $56 for new and existing members.
Service transfer fees were changed from $15 for new and $20 for existing members to become $20 for new and existing members.
The $5 non-refundable membership fee for new members was deleted.
Sheet #92, Item 3 a. Consumer Deposits: Minimum deposits for members with a Minimal Risk Rating shall be not less than $230 for Residential, $350 for Commercial and $1,500 for Large Power Account. Members with a High Risk Rating shall have a deposit that is two times the Minimal Risk Rating Deposit. Members with No Risk Ratings shall continue to have no deposit required.
Sheet #94, Item 24. Access for the Association’s Employees:
Items a., b., and c. were added.
a. All new meter and meter loop installations shall be located on the consumer’s premises in such a way that open access to the installation shall be available at all times.
b. No consumer shall restrict access to the meter, meter loop, main circuit breaker, or associated equipment by:
1. Enclosing the installation in any building addition, room, garage, enclosed porch, etc.
2. Erecting any kind of structure in such a manner that will close off access to the installation.
3. Growing any shrubs, bushes, trees, or other plants that restrict access to the installation.
4. Changing the property conditions with ditches, fences, or other such barriers that will not allow access to the installation.
c. It shall be the responsibility of the consumer to notify the Association when changes are to be made at the consumer’s premises that will affect access to the meter, meter loop, main circuit breaker, or associated equipment. It shall be the responsibility of the consumer to make all changes in consumer wiring at the consumer’s expense.
A $42 fee per month may be imposed upon members who do not provide access to authorized employees to perform work including but not limited to; meter readings and repairs.
Sheet #96, Item 26 d. Billing:
The following item was added: The due date for a bill for electric service to a consumer shall be fifteen days after the date of the bill.
Sheet #97, Item 26 e. and f. Billing:
The following items were added:
a. If a consumer receiving electric service under any CP-1500, CP-1500D, CP-5000, CP-5000D, CLP-5000, CLP-5000D or CP-5000I rate is delinquent in payment of any bill from the Association, then at the discretion of management of the Association such consumer may be placed on a semimonthly billing system. If a consumer receiving electric service under any CP-1500, CP1500D, CP-5000, CP-5000D, CLP-5000, CLP-5000D, or CP-5000I rate is delinquent in payment of any bill from the Association more than once in any consecutive twelve month period, then such consumer shall be placed on a semimonthly billing system.
Delinquent status for any of the accounts on the rates listed above shall be defined as not having submitted payment by the 16th day from the billings date.
b. All consumers receiving electric service under any CP-1500, CP 1500D, CP-5000, CP-5000D, CLP-5000, CLP-5000D, or CP-5000I rate shall pay all bills by electronic fund transfer to the Association from and after March 1, 2010; and each bill shall be paid on or before the due date of such bill.
Sheet #108, Item 32. C.3. Budget Billing Plan:
The consumer shall execute a standard form “Budget Billing Plan Agreement” at least fifteen days prior to the beginning of the Budget Billing Plan year or prorated period was deleted.
