The Insulate PVREA Program is for homeowners. It provides a rebate for work completed to insulate and air-seal existing attics and exterior walls to the recommended R-Values presented in the 2006 International Energy Conservation Code.

Program Requirements

1. Rebates are limited to 40% of the total cost of insulation and air sealing upgrades or $300, whichever is less.
2. Insulation and air sealing upgrades must be performed on an existing residential dwelling.
3. Not available for new construction.
4. Applicants must own the residence and be the official homeowner of record.
5. Rebate is for attic or exterior wall insulation and air sealing upgrades only.
6. Final insulation levels for attic or ceiling must be no less than R-38.
7. Final insulation levels for exterior walls must be no less than R- 13.
8. The program does not require upgrading of insulation or air sealing in all areas of the home.
9. Insulation and air sealing upgrades must be completed by an eligible insulation contractor.
10. Rebate is offered on a first-come, first-served basis until program funds have been depleted.
11. Applicants must mail or email the following three (3) complete items in order to qualify for this rebate
1. Complete 2010 Insulate PVREA Program form.
2. Contractor’s Invoice describing work and referencing qualifying customers address
3. Contractors signed insulation performance card detailing insulation improvements.
12. The program administrator reserves the right to inspect the installed rebated material and work. If such If such residence does not have the qualifying material or work installed, homeowner may be required to pay-back the rebate and the contractor will be in eligible to offer rebates to future customers.
